Abstract

Cities are living spaces that requirethe constant change in economic, social, cultural and political aspects, where people live collectively. The vitality of the cities brings to the agend at heneed for urban stake holders to constantly seek new discoveries and to be able to self-represent within the political mechanism.At this point, non-governmental organizations and local governments are trying to provide opportunities for political participation of stakeholders in order to meet this need. In this study, the concepts of political participation and representation, which often take place in the literature, will be examined as activities carried out for the creation of opportunities that allow city people to have a say in management In our work, we have briefly defined the local governments, drawn the conceptual frame work of participating in governance, which is the basic element for effective management and democratization, discussed the participatory democracyissues, the legal arrangements made in terms of participatory democracy in our countryand the forms of participatory democracy practices of local governments. So the problem of representation was discussed.
