Abstract

The destruction of the ecological balance in the world and the transfer of pollution to the developing countries, especially the developed countries, and the continuation of the capitalist economic order fed by consumption, have made the environmental problems a problem that has crossed borders on a global scale and moved from local to national and international dimensions.Factors such as the rapid population growth in the developing countries and the unconscious consumption and waste culture, the unconscious destruction and environmental pollution, the social transformation and changes, the rapid technological change are the main causes of the environmental problems.These environmental problems, which threaten the common future of humanity, have brought the issue of environmental problems at the global, national and local level and the importance of giving more importance to the solution of these problems. As in all the world, the environmental protection of wealth in Turkey in ensuring the environmental problems can be solved and a more livable environment, very significant powers with the central government and the local government, there are duties and responsibilities.When the current legislation is examined, it is seen that in the environmental law numbered 2872 and in the regulations issued for the implementation of this law and also in the municipal law no.However, as in other service areas, local governments and municipalities should be able to be efficient and efficient in their struggle against environmental problems and they are financially and administratively strong.
