Abstract

The personnel system, which has become the most important problem of the Turkish public bureaucracy, has been subject to debate in almost every period, legislative changes have been made in structural and functional areas. However, because the basic philosophy and principles on which the personnel system is based can not be changed, the desired results have not been obtained. So, it has become a necessity to change the system in a radical way. In this study, structural and functional problems of public personnel will be emphasized, in the light of the changes taking place in today's public administration understanding the need to shift from personnel management to human resource management will be emphasized. As a result, it will be argued what solutions can be made for the main problems.
