Abstract

Oil markets are one of the markets where unefficiency are experienced due to structural problems after electricity and natural gas markets. Since 2005, free market conditions in the all market in Turkey are being made to the 5015 law judge. In this study, the effectiveness of the studies aimed at ensuring competitive conditions in the oil market and the developments in the world are questioned. The study of the resulting price considering the tax rates in the oil market in comparison with world prices and Turkey is important in terms of emphasis the weight of the tax burden on oil. In addition, the recent failure of the regulatory authorities in the oil market to provide competition has created negative effects on oil prices. The Competition Authority; in line with the complaints made in recent years, 4054 on the Protection of Competition is included in the investigation of various distribution companies for violations. Leaving aside the conflicts of authority between EMRA (Energy Market Regulatory Authority) and the Competition Authority, it can be said that the establishment of the legislation and obligations related to the oil market together and crowning them with Regulatory Impact Analysis studies in the process will increase the efficiency in the oil market
